After reading this chapter, students should be able to:
- Define policy, understand factors that affect policy development
and differentiate between types of policies.
- Explain the impact of the White House Conferences on Aging and of
public perceptions about the "deservingness" of older people.
- State the fiscal challenges and proposed reforms for Social Security and understand the funding of Social
security and
understand the funding of social services through the Administration on Aging and Title XX.
- Explain some of the major policy dilemmas and implications for future directions.
